  1. The present issues paper is assigned the functions of: 1) Explaining the environment in which the ¿GSV Statement¿ is prepared; 2) Analysing the most significant changes and trends in GFAR¿s context; 3) Interpreting the scope of the Vision.
  2. The purpose of this report is: 1) to report on progress made during the initial phase of development of GFAR both in terms of organization and activities; 2) to highlight the pending and new challenges that GFAR faces in its consolidation, and to suggest ways to address them.
