As a result of the discussions which took place during the preparation of the first GFAR Conference and immediately after it, the concept of ¿Global Framework Programmes¿ has emerged. The document ¿Some Thoughts on the Follow-up to GFAR-2000 on Research Partnership¿ made a first attempt to define this new approach that GFAR would like to promote.
Considering the rapidly changing environment in which agricultural research is evolving and the dynamics generated by GFAR, it is expected that many programmes of a global nature would emerge as the result of different stakeholders¿ initiatives in the coming year. It is therefore important to anticipate and to design a general standard format that will allow to characterize the initiatives taken by the GFAR stakeholders that may evolve into GFPs. The objective is twofold: i) facilitating the exchange of information between stakeholders and regions; and ii) more importantly, encouraging new partners to join forces and to contribute to the formulation and implementation of these global endeavors.
This paper identifies the main characteristics of initiatives that may lead to the formulation of a ¿Global Framework Programme¿, GFP in short, and proposes a standard format to be filled by the GFAR stakeholders who would like to launch a GFP under the aegis of GFAR
