B.Sc. in Agronomy from University of Republic of Uruguay, a M.Sc. in Range Ecology from New Mexico State University, USA, and a Ph.D. in Resource Development from Michigan State University, USA.

Expertise is in the area of organizational development and leadership of agricultural research policies, with an emphasis on sustainable development. Starting as researcher in forages, became Director of La Estanzuela and Northern Experiment Station, and National Director at the National Institute for Agricultural Research, INIA in Uruguay, working in agricultural research for more than 40 years.

Presently President of the National Organizing Committee of GCARD 2012, former President of FORAGRO, member of the Steering Committee of GFAR, former representative of the Regional Fora in the Ex-Co CGIAR and Fund Council, member of the Bureau of IAASTD, SAG in ERA-ARD, PROCISUR. Involved in international cooperation activities and in agricultural research publications.
